5. Communication & Visibility

Develop overall WPIP / MIP V C&V Plan and support AKUK and UKRs and implemenation consultants in implementing this overall plan

Main objectives of C&V activities

  • to foster visibility and highlight the role and contributions of KfW, EU, SECO and other stakeholders in the Water Sector Performance and Investment Program (WPIP) / Municipal Infrastructure Programme (MIP V)
  • to create awareness about the project and its objectives, results and activities and subsequently the benefits for the citizens of Albania
  • to communicate that all works carried out under the WPIP / MIP V program are in full compliance with the corresponding EU directives (EU acquis).
  • to create awareness and understanding for the need of water utilities which can work on the principle of financial sustainability and henceforth can provide efficiently safe drinking water and assure wastewater collection and treatment services.

Communication on national level is carried out for informing, involving and coordinating with key stakeholders and partners on government and administrative level as well as with other stakeholders and projects of the water sector.

Majority of the communication activities for promoting the WPIP / MIP V programme will be carried out on regional level together with the UKRs and the implementation consultants.

Focus of communication is to inform about the WPIP / MIP V project and about the respective Infrastructure Construction Project in each region in form of regional campaigns accompanying the infrastructure projects during the time of implementation.

Sub Activity C&V - Public Awareness Survey

One important part of the communication and awareness component is, to monitor and evaluate the outreach and impact of the public awareness campaigns and to evaluate the ‘level of awareness of stakeholder groups’, respectively the increase of the same in course of the project regarding:

  • Water and wastewater services and objectives
  • EU water policy and priorities
  • The WPIP programme.

Therefore, a series of three surveys (baseline, intermediary, final) has been developed targeting the citizens of Shkodra, Lezhe, Elbasan, Fier, Berat and Vlora for identifying the level of awareness of the citizens on the municipal water and wastewater services and objectives, on the WPIP / MIP V investment programme, and on the EU water policy and priorities.

The survey is designed in such a way that there will be one single indicator, called ‘Level of Awareness’, which will stand for a scale from 0 to 100%, which represents a summarized figure resulting from a collection of questions from the survey. The baseline survey was carried out end of 2024 / beginning of 2025, the intermediary survey will be carried out 2025/2026 and the final survey will be carried out in 2027.
