ERRU is an independent public institution that regulates the water supply and sewerage sector in Albania to ensure the guarantee and protection of public interests and to create a transparent regulatory environment.
ERRU licenses companies that provide water supply and sewerage services and assures that these public sevices are provided efficiently and at a reasonable price;
ERRU determines the service fees, in order to ensure the financial stability of the operators as well as their affordability by the customers.
AMBU is the executive body of the National Water Council.
The mission of AMBU is the good governance of water resources in order to fulfill all vital needs, keeping in mind the sustainability of ecosystems, promoting competitiveness of uses and prioritization towards economic profitability.
The National Water Council is the central decision-making body, responsible for the administration of water resources.
The National Water Council is an interministerial body chaired by the Prime Minister and deals with issues of administration and integrated management of water resources.
The Water Basin Administration Office is the structure under the Water Resources Management Agency (AMBU), which is established and operates in each water basin.

The 7 water basin councils of Albania are the bodies responsible for the integrated management of water resources in the relevant basin, at the local level. The water basin council ensures the most rational conservation and development of water resources within the boundaries of the relevant water basin. There are altogether 7 water basin councils:
Drafts environmental management policies for issues related to wastewater treatment and follows their implementation.
Regarding the water sector, ISHP conducts studies and research related to the assessment of environmental risks, the impact on health, through the performance of expertise. It assesses the quality of drinking water (groundwater/surface water destined for drinking water/water treatment works).
Under the roof of the ISHP, the network of the Regional Health Care Units (LHCU) in coordination with UKRs monitors water quality and reports to ISHP.
